Vaccine Information for Employers

• The City of Long Beach has launched a website to inform the public when they will be eligible to receive a COVID-19 vaccine: www.longbeach.gov/vaxlb. Visit the site and fill out the form to receive notifications about your eligibility.
•  Food and Agriculture sectors (for example, food services such as restaurants and markets where food is served) workers who both live AND work in Long Beach are eligible to receive the COVID-19 vaccine beginning 1/19/21.
• Education workers are eligible beginning 1/25/21.
• To coordinate vaccinations for employees, have them visit www.longbeach.gov/vaxlb and fill out the form. They will be contacted to schedule an appointment within one to two weeks, depending on vaccine availability.

Guidelines

• Effective 6/15/21, businesses can open at full occupancy with risk-reduction measures in place to help prevent the spread of COVID-19. Learn more about the new guidelines here.
• Effective 4/1/21, Long Beach has moved to the Orange Tier of the Blueprint for a Safer Economy. Click here to learn about the new updates to the Safer at Home guidelines.
• As of March 12, 2021, Los Angeles County, including Long Beach, is assigned the “Substantial – Red Tier” (Red Tier) under the Blueprint. This Order allows certain sectors, businesses and activities in the Red Tier to operate with modifications.
• Effective 3/12/21;
  • Gyms and fitness facilities may operate indoors and outdoors in accordance with the Gym and Fitness Center Protocols. Indoor occupancy at gym and fitness facilities must be limited to 10% of maximum occupancy. Outdoor operations of gyms and fitness facilities are strongly encouraged.
  • Movie theatres may operate indoors in accordance with guidance issued by the State Health Officer. Indoor occupancy at movie theatres must be limited to 25% of maximum occupancy or 100 people, whichever is less.
  • Except as otherwise authorized herein, occupancy of indoor and outdoor retail establishments must be limited to 50% of maximum occupancy.
  • Indoor operations of a restaurant must be limited to 25% of maximum occupancy or 100 people, whichever is fewer.
  • Brewpubs, breweries, bars, pubs, craft distilleries, and wineries that do not hold a Cityissued restaurant permit to may operate indoors and outdoors if the establishment provides sit-down, dine-in bona fide meals and the establishment sells alcohol in the same transaction as a bona fide meal.
  • Effective on April 1, 2021, outdoor live events (e.g. sports and live performances) may occur pursuant to the requirements in this subsection and any guidance required by the State. Capacity at outdoor live events must be limited 20% of maximum occupancy. Capacity within suites is limited to 25% of maximum occupancy per suite with a maximum of 15 people from no more than 3 households per suite. The venue must implement a weekly worker testing program in accordance with State guidance. Attendance at outdoor live events must be limited to in-state visitors only. Indoor live events remain prohibited.
• The State of California recently released an employer portal for businesses to quickly find up-to-date state and local county COVID-19 guidance by business industry.
• Effective 1/25/21 the Southern California Regional Stay at Home Order is lifted, and all counties have returned to the State’s tiered/color-coded structure outlined in the Blueprint for a Safer Economy related to stages of reopening. See the table here for the general rules of the Blueprint.
• Effective 1/26/21, the following sectors in Long Beach may reopen according to the updated Health Order, linked here.
  • Outdoor in-person dining, subject to several restrictions preventing overcrowding, creating appropriate distancing and requiring masking. Requirements for in-person dining will include spacing tables eight feet apart to maintain a constant six-foot separation between tables; requiring masking at all times except when physically eating or drinking; and strongly encouraging dining for households only to reduce the spread of COVID-19.   • Indoor personal care services including tanning salons, esthetician, skin care and cosmetology services; electrology; body art professionals, tattoo parlors, microblading and permanent make-up; piercing shops; and massage therapy and setting capacity limits based on the ability to maintain six feet of distance between customers.   • Hotels, motels, lodging, shared rental units and other similar facilities for all types of travel, including tourism and individual travel. Click here to view hotel protocols.
  • Limited services as defined by the State.
  • Outdoor operations of museums, zoos and aquariums
  • Limited gatherings, per State Guidance, of no more than three households, with gatherings allowed outdoors only
  • 12/3/20: Regions of California where hospital intensive care unit (ICU) bed capacity is less than 15% will be subject to a Safer at Home Order. Once enacted, the Safer at Home Order would last for at least three weeks. Regions will have 48 hours to comply with the order after the announcement. After three weeks, the Order would be lifted when a region’s projected ICU capacity meets or exceeds 15%. This will be assessed on a weekly basis after the initial three weeks. Provisions of Regional Safer at Home Orders include:
    • Directing residents to cease gathering with others outside their households
    • Limiting nonessential travel, limiting capacity on retail stores to 20%, shutting down restaurants except for takeout and delivery, and closing the following sectors: personal care services, hair salons/barbershops, bars, and wineries.
  • Downtown businesses wishing to expand their operations outdoors should review this City Fact Sheet, which includes step-by-step instructions.
  • Businesses must adhere to City of Long Beach Physical Distancing Protocols.
  • The State of California requires the use of masks in indoor public places and in outdoor public spaces when social distancing is not possible. Click here to read the complete guidelines. In Long Beach, one-way valve masks are banned.
  • 3/28: The City of Long Beach has put additional rules in place related to business operations in order to prevent the spread of COVID-19. Businesses not in compliance with the rules are now subject to administrative citations. (http://longbeach.gov/press-releases/amendments-to-city-of-long-beach-safer-at-home-health-order/)
  • The City of Long Beach is encouraging businesses to voluntarily comply with the Safe At Home order and has issued an explanation of potential enforcement methods for non-compliant businesses.
  • The City of Long Beach has launched a COVID-19 hotline for businesses: 562-570-4BIZ.
  • The California Department of Alcohol and Beverage Control has eased restrictions on alcohol sales to help associated businesses impacted by COVID-19 regulations.

  Access to Capital & Financial Assistance

  • The Downtown Long Beach Alliance has launched their Personal Care Services and Health & Wellness Grant program to support brick-and-mortar businesses within the personal care service and health & wellness industries in Downtown Long Beach. In total, $90K will be made available to small businesses for grants ranging from $1,250 to $4,750 depending on the type of business. The application period will end on August 31st or when all funds are exhausted. Grants are awarded on a first-come, first-served basis. Apply now.
  • The Long Beach City Council has approved an extension of the deferral period on any penalties related to business license and health fees till March 31, 2020. For more information, business owners can email lbbiz@longbeach.gov or call 562-570-6211.
  • The National Development Council’s (NDC) Grow America Fund (GAF) is taking applications for Paycheck Protection Program (PPP) First Draw and Second Draw Loans. Click here to read about eligibility requirements and to apply. The deadline to apply is March 31, 2021, and the program is first-come, first-served.
  • The Los Angeles County Development Authority (LACDA) launched the Small Business Stabilization Loan Program on January 28, 2021. The Small Business Stabilization Loan Program will provide eligible businesses with a competitive interest rate for loans ranging from $50,000 to $3 million. Businesses interested in applying for the Program must have been in operation for at least two years. Further details are available at BizStabilization.LACDA.org.
  • In December 2020, the Long Beach City Council approved the future creation of the $5 million Restaurant, Brewery & Bar Resiliency Fund, as well as similar funds for personal care services and gyms, which are dependent upon anticipated COVID-19 stimulus funding to assist businesses that are closed or have limited operations due to health orders. Updates about this fund will be posted to this page.
  • The Funding Finder online database provides information to small businesses about COVID-19 relief programs in their area.
  • The City of Long Beach Emergency Microloan Program offers low-interest loans to businesses and 501c3 nonprofits with five employees or fewer. Loan amounts range from $2,500 to $10,000. Loan proceeds can be used on business expenses, such as payroll costs, rent, supplies, utilities and more. Funding is available on a first-come, first-served basis. Click here to learn more.
  • The Long Beach Economic Partnership has launched its second wave of grants for small businesses impacted by COVID-19. To qualify, applicants must not have received other government assistance. Selected small businesses will receive microgrants of $500 as well as access to cash flow, budget and loan application training, and one-on-one business counseling. Click here to learn more.
  • The L.A. Regional COVID-19 Recovery Fund provides grants to small businesses, entrepreneurs, and nonprofits experiencing impacts due to the pandemic. Small businesses and nonprofits may apply for grants of up to $15,000, while entrepreneurs may apply for grants of up to $5,000.
  • The California Department of Tax and Fee Administration (CDTFA) is allowing small business taxpayers to enter into 12-month interest-free payment plans for up to $50,000 of sales-and-use tax liability. This is effectively an immediate interest-free loan to small businesses.
  • Kiva Long Beach offers 0% interest loans through its fundraising platform.

  Workforce and Labor Assistance

  • Pacific Gateway is holding daily livestreams on Instagram (@pacgateway) at 2:00 p.m., Monday through Friday. Topics of discussion include unemployment insurance, state work sharing programs, information on job openings, and other resources for workers and employers.
  • The Governor’s Office of Business and Economic Development has compiled a comprehensive resource guide for employers.
  • Cal/OSHA has created guidance to protect workers from coronavirus.
  • The US Chamber of Commerce has created a toolkit that includes checklists and useful graphics for the workplace.
  • Pacific Gateway offers a variety of services to local businesses, including layoff aversion and rapid response assistance. Its WorkPlace job center remains open.

  Technical and Promotional Assistance

  • The City of Long Beach Inclusive Entrepreneurship Program offers free business support for Long Beach entrepreneurs. The Program is funded by Community Development Block Grant funding and maximum income limits apply. The program offers resources and one-on-one consulting to help your business recover from disruptions and plan for the future. Click here to learn more.The State of California has partnered with industry-leading companies to launch a website, ShopSafeShopLocal, that connects small business owners to tools and resources related to shipping, operations, online marketing, and more.
  • Quantgene, a Santa Monica-based firm, is offering customized COVID-19 plans to businesses. Components include risk assessments, guidance training, COVID-19 testing solutions, ongoing health and safety monitoring, and more. Please note, this is a paid service.   • The City of Long Beach is providing free downloadable posters for businesses to print and post to inform their customers and employees about best health and safety practices.
  • Local business Minuteman Press created Bounce Back Long Beach, an initiative offering a free local advertising forum for businesses, as well as a free printed COVID-19 awareness and prevention poster.
  • To help local businesses, Long Beach Home + Living, a hyper-local app and magazine, is offering a number of limited-time free marketing opportunities. These free services include a listing on the LB Living mobile app, a special promotion on the app, and a social media video with you or someone from your business for the segment “10 Questions with a Local.” Low-cost advertising opportunities are also available.   • The Small Business Development Center is ready to advise business owners on COVID-19 related matters, and offers a full slate of webinars on topics related to business strategy.
  • The Long Beach Economic Development Department has created a COVID-19 resource page for businesses and employees outlining regulations, economic resources and more.
  • The California International Trade Center has compiled a list of resources useful to small businesses whose operations rely upon global trade.
   

Vaccine Information

• • Effective 4/8/21, people who work in Long Beach (regardless of sector) are eligible to receive the vaccine from the walk-up option (without appointment) at the Long Beach Convention Center. Online appointments start April 15.

  • UPDATE: The City of Long Beach provided the following information on Friday, 1/15, however, its webpage has since been updated with the information removed. DLBA is working to verify current information. Visit www.longbeach.gov/vaxlb and fill out the form to receive notifications about your eligibility: Food and Agriculture sectors (for example, food services such as restaurants and markets where food is served) workers who both live AND work in Long Beach are eligible to receive the COVID-19 vaccine beginning 1/19/21. Employers have been asked to coordinate vaccinations for their workers by contacting the Long Beach Health & Human Services Department Monday through Friday, 9 AM to 5 PM, at 562-570-4636, or by emailing COVID19@longbeach.gov.
  • City of Long Beach vaccine clinics for food service workers begin 1/19/21, and clinics for education workers begin 1/25.  To schedule an appointment, email COVID19Vaccine@longbeach.gov or call 562-570-INFO (4636) and dial option 6.
  • 12/10/20: The City of Long Beach announced its COVID-19 vaccine distribution plan. First doses of the Pfizer vaccine are expected to arrive by the end of January, and 11,600 Moderna vaccines are expected in January. These first vaccines will be given to health care workers in hospitals, residents and staff at nursing homes, and EMTs and Paramedics. Worker Assistance

• Pacific Gateway has launched an online portal to connect hourly job seekers with local employers.
• Pacific Gateway offers job search assistance and career development resources. Its WorkPlace job center at 4801 Airport Plaza Dr. remains open.
• The State of California’s Employment Development Department has provided guidance on what workers impacted by COVID-19 can do if they are:
  • Sick or quarantined
  • Unable to work while caring for an ill or quarantined family member
  • Missing work due to school closures
  • Experiencing reduced work hours
  • Self-employed

• Effective 5/13/21, all Long Beach residents ages 12+ are eligible to receive the vaccine from the walk-up option (without appointment) at the Long Beach Convention Center.

Guidelines & General Updates

• Effective 11/21/20, a new limited Safer at Home Order will be in place requiring non-essential work, movement and gatherings to stop between 10 PM and 5 AM in counties in the Purple Tier, which includes Los Angeles County. This order will remain in effect for one month, until December 21.
• The City of Long Beach updated its protocols on face masks and gatherings on 11/19. Below are some key new regulations:
  • Only outdoor gatherings are permitted, and only a maximum of 15 people from three households may gather.
  • A face covering is required over both your nose and mouth whenever you leave your place of residence unless you are in a car alone, actively eating or drinking while distanced, or meet certain medical exemptions, which you can read about by clicking here.
• Beginning August 14, Pine Avenue is being closed to vehicular traffic between 1st to 3rd Street to accommodate outdoor dining and other activities allowed under the current City’s health order. Learn more about the closure here and through the City of Long Beach’s website here.
• Beginning July 31, the City of Long Beach is requiring all healthcare facilities to provide COVID-19 testing to symptomatic individuals. Click here for details.
• 7/2: The Long Beach CARES Emergency Rental Assistance program is now accepting applications. Click here to learn more and apply.
• 7/1: A revised City Health Order bans the use of one-way valve masks.
• The State of California now requires the use of masks in indoor public places and in outdoor public spaces when social distancing is not possible. Click here to read the complete guidelines.
• 5/11: Under new guidance from the City of Long Beach, the following public spaces are now open to use with proper physical distancing protocols: public trails, golf courses, the beach bike/pedestrian path, tennis courts, disc golf, archery, park parking lots.
• L.A. County has created a web page explaining guidelines for COVID-19 testing and locations where eligible persons may be tested.
• Effective March 19, all California residents must stay home except to obtain or conduct necessary services/activities.
• The County of Los Angeles issued its own guidelines, which largely align with those of the state government.

Financial Protections  and Assistance

• NEW: The County of Los Angeles is offering free financial navigation services to residents who need help managing financial issues and accessing resources. Learn more and schedule a meeting with a Financial Navigator by clicking here or by calling 1-800-593-8222.
• NEW Legislation in California dictates that no tenant can be evicted before February 1, 2021 as a result of rent owed due to a COVID-19 related hardship accrued between March 4 – August 31, 2020, if the tenant provides a declaration of hardship according to the legislation’s timelines. For a COVID-19 related hardship that accrues between September 1, 2020 – January 31, 2021, tenants must also pay at least 25 percent of the rent due to avoid eviction. • The City of Long Beach has halted evictions for residential and commercial tenants affected by COVID-19, and has instated a grace period for late rent payments. As of May 26, the eviction moratorium and rent deferment period was extended until July 31.
• Nearly 200 banks, credit unions and financial service institutions are offering a 90-day grace period for mortgage payments as well as eased credit reporting for late payments.
• The Long Beach Corona Virus Relief Fund hosted through the Long Beach Community Foundation supports community-based nonprofit, educational and governmental organizations at the frontlines of COVID-19 response.

Service Announcements

• Dignity Health is offering free virtual urgent care visits for individuals with COVID-19 symptoms. Use the code COVID19.
• LA Metro has created a webpage with ongoing updates related to its operations and rules during the pandemic.
• Long Beach Transit is launching a modified service schedule beginning March 22. Buses run 6 a.m. to 9 p.m. Water taxi service is suspended.
• The City of Long Beach is pausing street sweeping citations through this week (Friday, 3/20).
• Southern California Edison has announced that they will NOT be disconnecting any service due to nonpayment for customers impacted by COVID-19.
• The Long Beach Water Department will NOT be shutting off service for nonpayments and will be suspending penalties and interest for late payments through the month of March.

Educational & Family Resources

• In June 2020, the City announced a partnership with the California Emerging Technology Fund (CETF),  EveryoneOn and human-I-T, and launched a centralized online platform for Long Beach residents to access low-cost Internet services, computers and digital literacy resources, called ConnectedLB Platform, in affiliation with CETF’s Get Connected Initiative.
• The City of Long Beach offers this COVID-19 guide for young families.
• Scholastic is offering free Learn at Home activities for children.
• PBS Socal is also providing free At-Home Learning.
• Comcast is offering low-income households Free Internet for 60-Days.
• The Long Beach Public Library has many free online resources available to library cardholders (i.e. educational activities for grades K-12, professional development courses, eBooks, audiobooks, music, and movies). If you don’t have a library card, you can obtain a temporary barcode & pin online to access their online resources.
• 4/29: LBUSD updates meal service for students.
  • Pick-up free breakfast, lunch, and now dinner Monday-Friday from 11:30AM-12:30PM at the following LBUSD schools:
    • Addams, Avalon, Birney, Bixby, Burbank, Chavez, Dooley, Garfield, Gompers, Grant, Harte, Herrera, King, Lafayette, Lincoln, Lindbergh, McKinley, Oropeza, Riley, Roosevelt, Signal Hill, Smith, Twain, Washington, Webster, Whitter and Willard.

Other

• The State of California’s COVID-19 resource website includes a page dedicated to mental and emotional health resources, including hotlines and free services.
• The website LB Mini Markets lists restaurants, by neighborhood, that are now offering market items for sale.

Long Beach Senior Centers will remain open with limited services to ensure we support our most vulnerable community only with appropriate social distancing. 

• VACCINE INFORMATION: Seniors 65 and older are now eligible for the COVID-19 vaccine. Call your health provider for vaccine availability. You may also make an appointment at a City of Long Beach vaccine clinic by emailing COVID19Vaccine@longbeach.gov or calling 562-570-INFO (4636) and dialing option 6.
• The Great Plates Delivered program offers free meal delivery to adults 65 years or older, and to those aged 60-64 with medical conditions. The program is ongoing through July 10. Click here to learn more and apply.
• Meals on Wheels Long Beach provides home-delivered meals to residents who are unable to cook or shop for themselves and who live alone.
• Seniors (60+), individuals with disabilities, and dependent adults can now receive FREE 24/7 delivery of groceries & other necessities through LA County’s Critical Delivery Service.
• Long Beach Senior Center (1150 E. 4th St.) will remain open Monday through Friday from 8 a.m. to 1 p.m. for cafe and lunch service only.
• Senior lunches also will be served at the following sites from 11 a.m. to 1 p.m. with appropriate social distancing:
  • Cesar Chavez Park (401 Golden Ave.)
  • El Dorado Park West (2800 N. Studebaker Rd.)
  • Expo Center (4321 Atlantic Ave.)
  • McBride Park (1500 Martin Luther King Jr. Ave.)
  • Ramona Park (3301 E. 65th St.)
  • Silverado Park (1545 W. 31st St.)
• The California Department of Aging offers tips to help seniors stay healthy and safe, and to connect them with the services they need.

• Please call the Multi-Service Center for Winter Shelter information and pickup times at (562)570-4500.
• The Long Beach Rescue Mission is continuing to offer services to the homeless community through the COVID-19 crisis.
